A report on the deadly floods that struck Mandras, west of Athens, in November found that streams in the area had been illegally filled and built on by private companies and the local council, contributing to flooding that killed some 20 people.

Thirty nine buildings have been gone up on the site where the small rivers previously flowed, without the proper permits, including homes, storerooms, a gas station, sports grounds and a bus depot, the report said.

The 82 page document from the General Inspector of Public Administration called on authorities to seek responsibilities for the deaths among engineers, the local council, town plannning officials and the forestry service.
